Everything that he did to the further his position was wrong and stupid. But honestly the idea that Superheroes should be regulated is not a bad one. But again almost every single thing he did was just horrible. But the basic idea is good.

There is a not zero chance some villain could get access to the registry and then kill all their loved ones. Heroes have secret identities for a reason.
