As the number of 9's approaches infinity, the value approaches 1. In an infinite series, the number of 9's is infinite. .999 repeating equals 1.

0.9999999~ is just the value that represents "the highest amount possible without being one. As close as you can get to a whole without being a whole." That's the best Arabic numerals in base 10 can come to representing that amount. That doesn't mean the value is the same as 1.

But this thought experiment DOES expose a minor flaw in our numbering system.
