It's unclear exactly what this is in reference to. There's two competing theories.
  1. They were too preoccupied with wondering if they could to think about if they should. Possibly because these attempts to dig up dirt on Biden have mostly just ended up revealing more dirt on Trump. Or....
  2. That is one big pile of shit

It's a reference to the breakdown of the park as chaos begins to happen.

They're saying that the republican impeachment hearings are devolving into chaos.
