They want to honor people who have died because of systemic oppression or aggression from racists. But Power is not a resting state. It's like saying "Relax in High Energy." If they're going to change the P to Power, they need to change the R to something other than Rest. It's not just white people though. There's this sentiment that non-Black folks should not use certain words reserved for the Black community out of respect for their boundaries.
