BK, Killer Instinct and Goldeneye basically all got sequels, but why not Blast Corps?

Because everyone thought it was Blast Corpse. Even Nintendo was like, "When are we getting Blast Corpse 2: Corpse Harder?"

I read somewhere they believed they got everything they could out of the concept.

Blast Corps is kind of an eccentric one-off that pretty much did what it set out to do all on its own, and didn't really have any sort of overarching episodic plot that warranted a sequel. I have a hard time seeing a sequel being made for it that wouldn't feel tacked-on. I say that as someone who quite liked the game.

Banjo sequel (ignoring Nuts and Bolts because that's a whole other can of worms) fared well enough but even that does get some scrutiny from people who feel it wasn't as well constructed as the first game, and Perfect Dark (assuming that's what you meant by GoldenEye's sequel) is more of a spiritual successor than a proper sequel. I can't say anything about Killer Instinct, never played.
