I've always thought of Scar and his ethnicity to be more related to Arabs/Muslims. They even live in the desert and base their entire life around their religion. I dont think Yoruichis supposed to be black (probably closer to south Asian or Egyptian) but one of the anime endings has her sporting an Afro.
