I know she's had ... addiction issues, and it seems pretty clear it's growing worse for her. I never knew her particularly well and haven't even talked to her for over 4 years, she must be getting pretty desperate to come after me. There's nothing I can possibly do for her, but it feels callous to just ignore her. On the other hand I feel like there's nothing I can say that would help her, only piss her off or make her more likely to keep bugging me. Is ignoring her the most ethical thing to do?

Sounds like she's pinging anyone in her contact history and probably sending a mostly copy paste message?

Unless you're interested in setting up an intervention I would ignore it

If you know of a non-shady church or charity you can recommend, do that, otherwise I'd ignore her. If you take her in, she'll steal and sell everything you own to fund her habit. It's what my cousin did to my uncle when he got on that stuff.
