As a side, my university actually did allow us to have firearms on campus. You stored them at the campus police station and checked them out when you wanted to use them.

The person probably stopped shooting and broke contact. Most active shooters are either stopped by police or stop themselves via suicide; this shooter is apparently trying to get away.
