As far as stores are concerned, "Thanksgiving stuff" isn't really a thing. You don't decorate for Thanksgiving, you just buy stuff like food. Thus, it makes sense to go Halloween -> Christmas, when it comes to displays.

And they also have Halloween stuff out. They just have both, because while Halloween is the current upcoming holiday, there's a good chance people may go "Ooh, Christmas trees on sale!" and buy one in preparation for the next holiday.

It's a "Think one step ahead" approach, that retail takes.

EDIT: And, to be fair, it's not like Costco is literally decorated for Christmas. They just currently have a Christmas tree/decoration section. A majority of stores are, indeed, only decorated for Halloween, right now.

EDIT EDIT: That said, Costco is a poor example in general, since Costco doesn't decorate like other stores do. They just put shit out for you to buy.

But Costco yanks all the Christmas stuff on December 24 (or earlier). No after-Christmas sales for them.
