Vince should go all out tonight on RAW and have one last vintage vince show. Repetitive matchups, shit finishes, open the show with a boring 20 minute promo, cringe comedy acts, borderline racist "jokes," etc

Also possible Vince things the company going public was a bad idea -e.g., they had to significantly tone down the raunchiness that was present during WWE's peak in the late 90s and early 2000s, and making the whole thing a smaller part of a larger whole gives HHH and Stephanie (and whoever else is taking over) more freedom to make "their" WWE.

So If I want to put my tinfoil hat on, I think its a deliberate act that's either incredibly sympathetic, or incredibly spiteful, but nothing in between.

Who knows for how long at this point.
He recently had very taxing back surgery which has taken him back out of WWE's day-to-day operations. He's taken a step back once again and there's no word on when or if he'll come back this time.

Its at least well known that Shane urged Vince to buy UFC when it was small, Vince refused, and Shane was furious when it blew up.

Its also well known that when Vince bought WCW, Nitro (or another name, cant remember) was supposed to be its own show with Shane running it. They did a trial match of Nitro the last 15 minutes of Raw or something with Booker T and Buff Bagwell, and it flipped hard, so Vince scrapped the idea.
