So another case of something horrible being blocked or overturned but with otherwise no consequence for the party responsible for it in the first place?

That needs to stop. Next time some horrible bill fails to pass, the person raising it needs to be asked a few questions. Enough of this risk-free throw shit at the wall and see what sticks. Consequences, please.
