i think i have... solved a problem. # of elections and # of head of state aren't intensive (right word, who knows?), so if you make the elections correspond the the government and the head of state correspond to a person then i believe that is the first two steps, and then you can say that

there is one solution to this, but it's needlessly complicated. instead we can just say that the election # is some president or prime minister that has the same number. that is what decides the election
