I went around, picked them all up, only had a couple more. Went back to the Hideaway and it gave me two brand new ones. Why, Japan? New ones unlock after every main story event. So earlier in the game, the bad guys kidnap the love interest and are fleeing with her on a ship to another continent The main story mission before that was that some of your friends were trapped in a city that's under siege by monsters..
