So I think at its heart it's supposed to communicate that the male character is supposed to be the "good guy deliquent" trope, where he only gets in trouble because his values (Which the viewer and the lady are supppsed to share) conflict with some misguided authority. The immediate issue is that the author chose something inherently controversial and contentious to exposit this--Not wearing a mask to avoid getting others sick. This inherently weakens the joke since even people who are anti-mask recognize this is not viewed as a universally virtuous thing. This set-up is then supposed to juxtapose with the panel four reveal, and the humor would then be derived from the comparison being an "inconvenient truth" that some people refuse to recognize. This punchline is further weakened by the fact that we don't know what the lady's opinion of this deliquent even is. She's supposed to be the reader's surrogate in this situation and ger judgement of this delinquent, good or bad, is supposed to help inform us in an abbreviated way how we're supposed to feel about him. Instead she just gives a neutral statement about him getting in trouble, which leaves it vague as to whether we're supposed to appreciate/agree with what he does in panel four. Beyond that, the punch line is just not that good.. We're supposed to be surprised that a deliquent would wear a MAGA HAT because MAGA is... good? But we've already seen abundant deliquent behavior from MAGAs--They literally rioted to try to over-throw the government. That's not something that would be "surprising" for a delinquent who has issues with school authority. There is no curveball. We're told he's a delinquent, then we're told he's MAGA. That is a very... mundane and typical association. God it hurts to see bad humorists at work.
