You can definitely make a case for some games having more artistic merit or value than others, but at the end of the day all video games are art. Even yearly released like Madden require artistic talent designing menus, cinematic cuts, player models, and so on. If you want to argue that Journey and Dark Souls are art, then you accept that Ride to Hell and Life of Black Tiger are art.
