Arguably not that many if you're talking about THE FUTURE.

Like, Coruscant has something like 2 trillion people in Star Wars. 15 billion would only be about 0.75% of that. Or like out of every 133 or so.

And the Galactic Empire of Asimov's Foundation novels had like 500 quadrillion people in it. So 15 billion would only be like 0.000003% of that. Or 1 out of every 33 million (give or take). That's peanuts!
