I assume it means whatever they what you to be there for will be starting at that time.
For example. I organize my Fantasy Football draft every season, and I tell the guys to be there by 2 so we can go over any rule changes, votes, awards, etc. Which mean be there before 2, so all that can start at 2. --- It takes zero effort to be a good person. ... Copied to Clipboard!

Yeah by is different than "at". It's fine to be vague and say by when you mean at if them showing up early is no big deal even if it's unnecessary, but at is a must if you don't want them earlier. ... Copied to Clipboard!
