Nope. One of his well known aspects is how despite being absurdly rich, he never (well almost never) made his money using illicit means.

He mainly made it via going on adventures, being a clever businessman and also being extremely cheap with personal spending.

The Scrooge character was originally created as a greedy miser (literally named after the miser from the Christmas Carol) but over time the cheap stuff has been used more for jokes and he has become the lovable uncle and adventurer we know him from Duck Tales and the like. Which mirrors the Dickens character's transition into a better person really.. Especially Barks and Rosa's stories back up Scrooge as being a self made man with noble intentions who just had a bad patch where greed got the better of him in the middle.

But most importantly he's a fictional character. Real billionaires can't do what he did.

There's an episode of 90s Ducktales that had the Beagle Boys steal all of Scrooges money. He ends up losing his house because of it. His conversation with the bank doesn't paint Scrooge in a good light.

The bank tells him that because he missed one payment, his mansion is going to be repossessed by the bank. Scrooge gets pissed the rule is being used against him, because he owns the bank and he made that rule, and doesn't think it should apply to him.
