If you noticed during the show he also "talked" under the mask. There's a few scenes where ST is talking (well Will is the voice, Joe's the body) but you can see under the mask that Joe is talking as well. That way the breathing is correct and the people acting opposite of him are able to hear the lines too. Then they dub over with Will Arnett. And letting Will Arnett dub over the lines is absolutely the right choice. Sweet Tooth is the series mascot and needs to have his delivery be psychotic charismatic.
