It's kind of ridiculous that poor people go to jail for stealing food/supplies while rich people just get fined (occasionally less than what they actually stole) or a slap on the wrist

This is because the Law isn't about "Justice", or "Good", the Law is about Order.
Or as a Judge once put it: "This is not a court of justice, but a court of law."

Stopping 100,000 people from thinking about shop-lifting, in the pursuit of Order, is much better than stopping 2 or 3 billionaires ripping off the middle-class.
If however, the billionaires law-breaking cause too much tension, too much chaos... that order is threatened, then expect to see lawsuits.
