It already double resists foul play being a fairy/dark type so that wouldn't make sense.

If I were to guess, the Original Trainer hunted for a shiny Impidimp that had a Calm nature and just used a mint to change its stats to something preferable. Mints don't physically change the nature of the pokemon, they just change stats to reflect a different nature.

eg. giving it an Adamant mint will give it +Atk and -SpAtk, but its nature will still say calm.

GameFreak probably didn't/can't check for its mint when creating the data to distribute the pokemon.

VGC format is all doubles, so I would guess the champion using this Grimmsnarl was sometimes using it to attack its own teammate to trigger a Weakness Policy boost and doesn't want to hurt that teammate too much. The fact that this Grimmsnarl also has a 0 IV and 0 EV's in Attack (all of the EV investment is in HP and Defense) seems to support the idea that they wanted the move to be as weak as possible. Less damage from hitting itself in confusion when that situation comes up is also nice. It's primarily a support Pokemon and the main point of Spirit Break is lowering the opponent's SpAtk, so its damage output doesn't really matter all that much.

Calwings' argument is also very likely. idk what the team composition was so not sure who would be weak to fairy and also wanna lose attack while holding a weakness policy.

Yeah, I don't see any Pokemon on this team that are weak to Fairy and could get a Weakness Policy boost from it aside from Grimmsnarl itself. And this team is from the 2022 WC which would have been in gen 8, so terastilization isn't an option either. So if that's not it, then I guess it really it just for lowering confusion damage on the off-chance that Grimmsnarl got confused. Even with no investment, its Attack is still pretty high, but negative investment would at least counteract that a little bit.

EDIT: Just thought of another thing. Having a lower Attack stat also lowers the amount of HP that opposing Pokemon can heal with Strength Sap, so maybe Jellicent, Cursola, or Galarian Corsola with an Eviolite was a concern.
