The article points out that we agreed to do just this at the last climate summit:
The U.S. diplomat is preparing to travel to Beijing in the coming days to discuss the climate crisis with Chinese officials, including plans for the upcoming COP28 conference hosted by the United Arab Emirates.
Last year's agreement to establish a loss and damage fund was hailed as a positive step forward even though it coincided with yet another failure by policymakers to commit to a swift and just phaseout of coal, oil, and gasthe primary sources of further devastation. Fossil fuels are estimated to cause more than $5 trillion in unpaid damages around the globe each year.
Details of the fundincluding which governments will be expected to pay and which will be eligible to receive as well as how much financing will be provided and how it will be distributedare still being worked out.

something something its america's fault. Apparently the US manufacturing a lot of their shit in China means China is somehow unable as a sovereign nation to improve their own emissions standards because it would make it too expensive to manufacture cheap shit there. Therefore it's actually america's fault that china's emissions are so unbelievably bad. Just as it's america's fault they've only ever committed to a graduate decrease in the rate that their emissions are increasing at any kind of climate summit, which is less than the bare minimum.

so do you think developing countries should be restricted to 2nd or 3rd world levels just because they didn't get to poisoning the environment before the rest of the world did? if they have the opportunity to improve on that sort of scale they should take it just like all of human history did before them

It'd be amazing if they were doing what the US was doing. The US committed to:
Reducing U.S. greenhouse gas emissions 50-52% below 2005 levels in 2030. Reaching 100% carbon pollution-free electricity by 2035.

Meanwhile, China committed to:
China officially submitted its mid-century long-term low greenhouse gas emission development strategy and an updated NDC in October 2021, ahead of COP26, pledging to reach carbon neutrality before 2060 and peaking CO2 emissions before 2030.

So, again, in the time the US is committing to reducing their emissions by 50%, China is only committing to no longer increasing their emissions by 2030.

But of course there's no way you would have known any of that or you wouldn't have tried to suggest that China should match the US in commitments.

We do not have democratic control over China in the way that we ostensibly do over our own country. "Do you think the US should pay for climate damages in poorer countries who suffer the effects but not the benefits of our use of fossil fuels?" is a question that can and should be answered on its own. I recognize the importance of international cooperation, but pointing fingers at China when the US is asked whether they'll keep their commitments just seems like evading the question.
