He was waiting for movie making technology to catch up to his vision, but then he got sidetracked by making Avatar. Then when it became clear that he would be taking too long making the Avatar sequels, he handed off directing duties to Robert Rodriguez, since he didn't want Alita to never get made if he wasn't going to do it. They still used Cameron's screenplay for the movie, and he stayed on as producer.
