On the other hand, I've seen so many accidents from someone turning right into someone taking a U-turn at an arrow instead of a regular left.

if cars are trying to turn right(onto what I assume is a single lane road?) while someone else is trying to do a U-Turn that means your city's traffic engineer fucked up. That should either have a 'no right on red' or 'no U-turn' sign.

actually I've been at some places that have U-turn only lanes but that was rare and only in the less busy part of a small highway

If you need to signal your u-turn you shouldnt be making a u-turn
