SF is probably the worst fighting game to get into Lore wise. The two you mentioned are fairly solid if you want to get to know the lore (even though both series just "reseted" their stories). If you want one that's a fucking mess of a rabbit hole, look up Guilty Gears story.

Hungry for lore? Boy do I have the game for you! On the surface these chicks look like characters a harem series or something right? Well every single person in this image has a story behind them that makes you go "The fuck?"

SF6 does the most with these characters than any SF game before it with World Tour mode but you're not getting an MK like story out of them

What would Carl, Tager, Taokaka and the other dregs' arcade modes be without the promise of seeing him lay into them at the end?
Who would Relius be friends with? Or banter with Ragna, Valkenhayn and Hakumen?

Multiple personality flavors too. He even has 3 sets of in-fight dialogue. Pretending to be a pushover, somewhat competent and final boss who won't stop spazzing out.
He's the best.
