He used to be. He was a secret OP final boss who could come out of nowhere and appear in other games.
And now crossovers are commonplace. He's been a playable character longer than he hasn't. He looks like a chump next to Shin Bison and God Rugal. Oni is simultaneously kinda lame and a stronger version of Akuma.

You know what to expect from him too. Talks about strength and the Satsui no Hado, doesn't do a lot, maybe there's a Shin Akuma fight in there somewhere.
I still think he's cool, but only when he gets the deluxe final boss treatment. Asura's Wrath's depiction was neat. I don't play Tekken but he looked all right in that too.

He's dope in tekken gameplay and story wise, they did him really well.

And general I say hell yeah.

I think the ultra combo Raging Demon in 4 was the absolute best version of the move. Yelling in sync with the symbols coming up on screen, the sound design for the beatdown, the enemy doing their KO scream while it's taking place, announcer staying silent if it finishes the match.

5 I'm not so big on. I do like that first shot of him coming toward the screen with the glowing eyes and landing the first hit, but then when he starts zooming around them it turns into a pretty generic super. I don't like how the hits slowly speed up either. I also think the dramatic pose at the end loses some of its effect if they let you see what he was doing.

Oh it's not that bad, sure other people have the Raging Demon now, but Akuma still has-

Whew, good thing I caught myself tempting fate. We almost had Hakan performing the Kongou Kokuretzu Zan and R Mika hitting people with the Misogi.

Akuma still has the double-air-hadouken, right?

Oni is weird. He's supposed to be Akuma turned up to a million but he ends up being some blue guy who forgot how to do the demon flip and the air fireball.
He can't do the full animations for his ultras unless the opponent is point blank for one and on the ground for the other.

Akuma has a handful of lame appearances weighing him down but Oni has like two appearances total and he's kind of a chump in both.

Yeah but even if he's cool now, he used to be cool.
He used to zoom in, dumpster the final boss in seconds and declare himself the new final boss. He only fought players who were worthy and he backed up everything he said by being really OP.

Now he's (Shudders) BALANCED. And a DLC character.
One day you're jumping in the air and throwing two fireballs, the next you're spending meter for a nerfed version of the same move. Sooner than later you need a whole V gauge and a forward jump.

Rugal understood his role better than Akuma.

Shows up, sometimes specifically to make the (former) final boss look weak by comparison. Evil for the sake of evil. Beats up 3 people at a time instead of 1. Does evil laughs. Jumps on people and spins. Beat up literal actual Akuma that one time.

Akuma is black

As someone who got into Street Fighter at V, I cannot say he is very cool. Mostly I think of him as annoying because his air fireball beats dragon punch anti-airs and his fireballs beat Ryu's fireballs so fighting him meant I had to play the game differently for his special snowflake moveset.

Well they do have a lore justification but they don't protect him by highlighting it as much as they could. Shin Akuma is him bringing his A-game whenever he finds a worthy opponent, regular Akuma is now a weird apathetic version where he's not really trying and also has no health for some reason. Like what, he can't find a worthy adversary so he can't muster the strength to beat Rufus?

With Seth the low health and stun made sense, you knew he was one of many mass produced Seths (Not specifically the arcade boss ver) and he was most likely built to deal damage rather than sustain it since if he breaks, he can easily be replaced.

For Gill - prior to 5 - instead of nerfing him into the ground, they let people use his moveset by creating Urien and working it into his character, that he's an embittered sibling who isn't as strong.
He's got his own unique appeal instead of being a weak version of a character.
