Do not confuse conspiracies and plain old illegal activity with conspiracy theory.

For example, MK Ultra was an illegal intelligence operation. There was some conspiracy to cover it up, but these days, it doesn't rise to the level of conspiracy theory.

A conspiracy theory would be that MK Ultra was _actually_ a test run to see if microdoses of LSD, introduced into the water supply, disguised by fluoride molecular markers, could be used to control the hippie movement, which was itself actually a competing influence campaign based on subconscious sonic technology recovered from crashed UFOs, masterminded by the CIA's ancient ("CIA" is just the latest name of this organization) foes, Catholics (who are actually "gray" aliens, which is really a holographic disguise for Zeta-Level Jews, who are in fact (after initially appearing in their natural reptilian form) the original source of the "devil" imagery across all cultures). ...and that's why gas is so expensive and burgers just don't seem to taste the same.

You seem have a very narrow definition of a conspiracy theory that necessitates irrational (and apparently preternatural) explanations. Also, a conspiracy doesn't necessitate illegal activity either. In the most basic sense, it's simply a theory (which should require evidence unlike a hypothesis) about people conspiring to do something, often covertly.

I'm sorry, but "Conspiracy Theory" has a specific meaning. It is not a theory involving conspiracies. It is necessarily a complicated paranoid explanation that ignores or distorts evidence, especially those explanations in favor of either powerful transnational forces or scapegoating. I didn't make that definition up.

Similarly, an Urban Legend is not literally an ancient tale told in expensive condos. It has a specific meaning.

Nearly all conspiracy theories involving Jews (and other minorities) require them to be simultaneously powerful and powerless. In fact, that's a good way to know that you are dealing with scapegoating, as opposed to legitimate grievances. We see it every day regarding hysterical fear over undocumented workers that are somehow both unfairly hardworking and also lazy drains on our social services.

There's a number of them that were dismissed as conspiracy theories at the time but now have been proven true beyond reasonable doubt, such as MK Ultra, COINTELPRO, and the Chicago PD/FBI joint assassination of Fred Hampton.

There's also a lot of blatantly false nonsense that gets peddled, such as shit like chemtrails or the 2020 election being "stolen". That said, I do wish people were more skeptical - many seem to hold an incredibly high standard of proof, beyond even what is necessary in criminal law. The standard often seems to be "if a government agency has not officially admitted to doing something, they didn't do it" which is simply a ridiculous standard to hold.
