....why haven't we applied that same logic and standardized the implementation of bidets in public bathrooms? Of course you need a sheet or two to dry the butt but it's still better than using multiple sheets. Also it would increase productivity in workplaces because bidets reduce the cleanup time.

This is indeed a concern. There's a fairly substantial chance that a public bidet would get used as a public enema.
