Because it's not supposed to be.
Earth is at peace because humanity evolved beyond warring with itself after a great nuclear war (I believe).
And First Contact cemented that unification.

Depends on what you call a "legitimate beefs". Rival powers like Klingons, Romulans, The Dominion? The Borg? The Whale probe?

Unless you're talking about modern Trek where The Federation seem like a bunch of corrupt cronies, psychos, and fascists and seems almost dystopian. There's probably some legitimate issues there.

Hmm i always thought the star trek federation was more a conglamerate than anything. Earth became a utopia, Vulcan was destroyed, QonoS has combat culture, etc...

Its all proxy conflicts. So&so are allied with the federation so the entire federation support are acts of war.

But when the klingons and romulans went to war and the federation was neutral. Something something kardassians then romulans an klingons teamed up against the kardassians.

Depends on which Star Trek.

In TOS?

No one has a legitimate beef with the Federation. All their enemies are jerks.

In TNS and DS9 and Voyager?

The writers made it less of a Utopia intentionally because they wanted intrigue for better writing. They swiveled the concept of "The future is great, if you live on a Federation main planet. But everywhere else is as shit as ever and they're bitter at the Federation for being holier-than-thou despite never suffering."

DS9 literally made up that the Federation has a secret service who do CIA esiponage on everyone else.

TOS was never about good writing, it was a metaphor for what humanity could be.
