Are you asking the MCU or the comics? According to Google he did get involved in the Vietnam War, in the comics

In the comics he woke up in the early 60s. Him thawing out and waking up was the main plot point of like issue 3 or 4 of Avengers. He was well awake and running around during Vietnam

It depends on the era of comics you're reading. Cap was generally unfrozen something like 10-20 years prior to whenever a comic was released. So modern Cap was unfrozen in the early 2000s.

"Captain America" did, but not Steve Rogers.
There are some other supersoldiers that fill the position while Steve was frozen.

Literally in the 60s.

In real time they just transitioned "Captain America" from fighting Nazis to fighting Commies. It wasn't until Stan Lee decided he wanted to use him in The Avengers that he was like "Lol nah, none of that happened. He was frozen just before the end of WWII and none of the other stories count."

Roy Thomas later did a whole major retcon thing (because he liked that sort of thing) to bring all the old Captain America stories from the late 40s/50s into continuity by saying that the stories happened, but it wasn't the real Captain America (Steve Rogers). He just had it so that the government replaced him when he disappeared (because he was frozen) with about three other guys who put on the costume, and as far as the public was concerned, people just assumed it was the same guy.

One of them (the fourth) later went on to become a bad guy (and then died), and his Bucky later became Nomad.
