Representatives Barbara Gervin-Hawkins and Ryan Guillen introduced House Bill 1147 in December, which would amend Gervin-Hawkin's authored "Stop the Bleed" legislation signed into law in 2019 to require all Texas school districts to have stations on handincluding annual training for all students in grades seven and higher. Regardless, everybody (adult age, preferably) should know how to apply a tourniquet in case of an emergency. You should also carry one in your personal vehicle, as part of a first aid kit. Not everybody needs to be experts at the rest of the first aid but knowing tourniquets is the bare minimum that can save life or limb in the event of a traumatic damage to an extremity. --- The name is wackyteen for a reason. They're kids, not combat medics trained to perform their duties in the middle of an assault.
