In Japanese, the word aitsu is used here. Its a pronoun, but (in simple terms) it doesnt have any specific gender attached to it. As such, in Japanese-to-English translation it can be translated as he or she or that person or even sometimes it. Its a pretty common word, especially for entertainment, so nothing really feels out of place or unusual in the Japanese text here

Quina is canonically male because every FF game starting with 4 always had 3 females in the roster. It's mathematically impossible for Quina to be female in that game since Eiko, Garnet, and Freya are in the permanent roster

I forgot it's a 20 year old game. If the game came out today, they'd probably use they for Quina.

Also, did anyone ever get confused because they always said he/she for Quina as a kid? >.> I had no idea why they said it like that.
