I know, the answer is insanely huge production with unethical crunch practises and buttloads of money. Even so, the sheer scale of everything in the game is completely ludicrous.

I don't even mean the map size (although that is huge). So much of the game has like 30 random NPCs standing around with fully fledged performance capture animation and dialogue and they literally don't matter to the plot at all.

There's just so much of that in the game. You go through it thinking...why, why the fuck did they dedicate like a month's worth of development with a team full of people for this one thing that doesn't matter at all. There is so much shit in the game that isn't even fun or worth doing that nevertheless has been really well thought-out and executed with an insane attention to detail.

They are on some serious coke over at the board room at rockstar.

Ok so I want you and these 30 people to work on this bathroom tile scrubbing minigame. I want it to be exactly like how it is like to clean a bathroom in real life. I want the soap suds to wash away grime from wherever you scrub. I want it to take a really long time and require player input throughout. This needs to be an annoying task that the player feels mildly obligated to do. Maybe consider adding in some wrinkled finger texture to the player character after a certain length of time. Actually I want various levels of wrinkled finger texture based on time and the environment the player is in. Also we're going to need different types of soap to have different effects on the progress of the scrubbing. I don't care how many people it takes to do this, get a team of 70 of you for 3 months, whatever it takes. Remember, videogames are fun, and this videogame is about stealing cars and blowing shit up.

yea iirc, most of the buildings have some kind of interior, but I think it depends on what area you're in.

TC, you should check out the Strange Man channel on YouTube. He covers a lot of the absolutely insane detail in the game and usually provides sources and connections. It really is mind-blowing

Edit: I should add, most of his thumbnails look like straight up clickbait but they never are

I love how much you can actuality see the budget. You look at stuff like ubisoft or other AAAA games and they look cheap and lifeless, just a bit shinier than other games.

Well they already have a massive library of assets from the previous games. They just need to load them up and brush them up a little.

It's why their character movement and controls are still dog shit. Spamming A or X to sprint means you have to grow an extra thumb to turn the camera.
