So they take a long time to figure out what's happening and what they should do. So we would be okay in most cases But if it was airborne, then yeah, we'd be fucked unless a cure was created ASAP. Realistically people could quite literally just lock the doors to their house/apartment while the police/military/national guard clear up things outside. They would also advocate, or rather protest, for being able to go out and do things despite the risks. Scenario 2: We're still screwed. People would go out and purposefully get bitten/scratched just to say they're perfectly fine.
