If that is the only way the designers can come up with for an enemy to deal damage to you?

Specifically when an enemy stuns you then locks you into a cycle of stuns, either the same kind or variety, so you cannot heal, attack, or otherwise do anything to the enemy as they kill you.

If there's a way to counter it for both skilled and unskilled players, then it's fine.

Any game mechanics that removes a players control is frustrating.
Examples:
Stun in Monster Hunter
Charm/Berserk in turn based rpgs
Lengthy grab animations (looking at Elden Ring here)

Are there ways to avoid them? Sure. They're still frustrating and borderline unfun.

If the player can do it, it's fair for the enemies to be able to.

Whats the difference between an enemy stunlocking you and taking away half your health, or just doing one attack that takes away half your health?

The first one is "cinematic" or something.

One thing that always drove me crazy about turn based FF games was that your spells that inflicted status effects like petrify, doom, berserk, that kind of thing, always had a way lower percentage of actually inflecting the status when you cast them compared to enemies.

At least, that's what it felt like when I was a kid,.

Edit: also, all the amount of enemies that were immune to practically every status whereas you could block maybe one with an accessory.

Until you can't do it to the enemy for some reason

different take (players&enemies)...
to flee/survive? fair = yes
to defeat/win? fair = no

usually, any punishment that involves taking the control away from the players is bad game design.
