You got to go with a silly ass toddler or something.I've seen enough 80s sitcoms to know that they would just have his dialogue be all internal (but Brian can also hear and respond to it, because Brian's dialogue is also internal; pets and babies always had telepathy with each other in the 80s) and for scenes where he needs to walk around and do things, they would cast a dwarf and make sure not to show his face. ...
