I see nothing wrong with it.

If they feel them driving slow on thick fog is a hazard, then it's right for them to put on their hazard lights.

Depends on the severity of the fog and what the road conditions are like.

Thats literally what you should do?

I can see people much better if their hazards are flashing. And driving slowly ensures you dont see something too late to stop.

Don't turn your fucking hazards on if you're in motion. You can't signal for turning. Pet peeve.

You can turn them off as you approach the turn.

If you're driving below the speed limit, you should be driving with your hazards on.

Had one guy pretty much do a deadstop during a patch of of dense fog on the interstate in the left lane with speed limit of 70 on an empty road at night.

Idiot almost had me hit them but luckily i was paying attention and was scarily able to switch lanes and pass them.
Closest thing to a bad accident i ever had.

If you're that scared of the fog, go on the freakin shoulder.

Absolutely this.
Where I live, it's the law (in certain conditions).

Being mad about this is stupid and people should feel bad if they do.

Or people who do this during winter driving, despite the roads being clear

stay tf off the road if driving scares you so badly. Get 4wd/AWD and a set of winter tires

Some people don't have the luxury of just staying off the road.

I have to retake a driving test soon, so I've been reading through the book - and specifically on this subject you aren't supposed to use them as described in the topic title/poll, basically it reads.

1.) Use lowbeams in fog
2.) If it's too bad to see to drive safely, vacate the road and move to the shoulder.

Now beyond that, I think it would be appropriate to use hazards on the shoulder of the road, assuming the vehicle is not in motion.

Where I live on this mountain it's significantly foggy probably 120 days a year, very thick at times. The local law enforcement says not to, reserve hazard lights for being pulled over, parked on the side of the road, accidents, and other emergencies. The fog restricts view enough as it is, for people to be driving with hazards on, other drivers don't know if they are on the road or it's an upcoming road block.

In many places in Canada you must keep flashers on if you're going 75km/h or less on main highways.

They do. They prepare by driving in the right lane with their hazards on.
