That's because if you call-out, and they can't get cover, then they're covering it themselves. Which sounds easy enough, but when you've got "lean manufacturing" applied poorly and it's been applied to staffing, any "extra staff are mura and muda, and thus gone". It's not you calling out, it's not the manager fearing another 13 hour shift.
It's the companies applying a staffing crew that is destined to fail for anything else but robots, or ubermensch who never faltered.

Manager's duty is to find coverage, and if there's no coverage, it's their duty to work a double shift, that's why they're management.

Did management once and definitely didn't like having call outs. We were already short staffed as hell. The administrator wouldn't give raises, we couldn't attract people because of the low pay and type of work (housekeeping and laundry at a nursing home) and if someone called out their responsibility pretty much fell on me (plus I was the maintenance director, so I had tons of crap to do everyday just with that).

I never berated any of my employees, though. If they were legit sick I didn't want them there (for their sake and for the residents) but if there was ever a pattern of them calling out I definitely confronted them. Most didn't care (had people making $8.50 an hour, bringing new hires in at $10. Couldn't get my boss to bring them up to that, which really sucked) about the job. I had to be stern a few times which isn't in my nature. Glad I got the heck out of there... though I do miss the residents.

This. Luckily I've never had any pushback on any of my jobs, but this is 100% my mentality. If I'm calling in, it's because I feel shitty. No amount of pleading is going to change that.

Most managers are bozos with this and in a corporate job calling out is all but effectively pointless since they will ask you to find coverage, ask for a doctors note, threaten or deliver a writeup, etc. At least in my experience having crappy low tier jobs.

It sucks being busy and then having to play phone tag with a dozen people to try to cover a shift, especially with short notice, so sometimes its frustrating but Im not going to get mad at the employee or try to force them in.

We have a group chat specifically for shift changes though and usually there is always someone who wants hours so they sort it out themselves without needing to call me / make us short.

I've never denied anyone under me time off. As others have pointed out, being understaffed does put an increased strain on those at work, but being prepared and efficient will overcome any shortages.
