I guess that would depend on the line of work and specific circumstances. Is the person calling "calling out" having other performance issues? Calling out often? Not performing well otherwise? Or is the person calling out a more-or-less model employee who produces results and gets the job done? Would the average person recognize this "good reason" to actually be a "good reason"?
