In a perfect world the Republicans wouldn't be a party and there would be 3+ major parties.

Tyranthraxus is saying that the GOP itself will not be able to get all of its house members on board to vote for impeachment; Ellis is interpreting that as talking about the overall thresholds for impeachment, which is 50+1 of the House, and then 2/3rds of the Senate.

This honestly depends on how tight a leash the House leadership will have on the Greenes and Boeberts of the party. The midterms were a pretty clear repudiation of Trumpish nonsense, and impeachments that fail to secure an actual conviction / removal (i.e. all of them) tend to not be very popular among voters. So if the impeachment proceedings of Donald Trump concerning actual crimes like foreign blackmail and attempted insurrection didn't do Democrats any favors, then House leadership very likely foresees that any dumbass attempts to impeach Biden because reasons will have an even worse effect on Republicans in 2024.

While this does suck its not so bad considering how many seats the Democrats have too. Its also not at all going to hurt Democrats in 2024 since Trump running will actually get more people to vote this time around. The lack of people voting in the midterms is why Democrats lost. People will get off their butts to vote out Trump.
