Okay, so it's not officially winter yet. Temperatures are just above freezing and they'll be in the 20s later this week. The neighbor's new puppy has been whimpering day and night for the past two days. It's woken me up no fewer than four times already.

The poor thing has a dollar store doghouse with no insulation. There are two other dogs in the yard, but I believe they're each tethered to individual doghouses which don't allow them to group up for warmth. Basically, these dipshits are the last kind of people on Earth who should have dogs.

What breeds are they? My kneejerk assumption is that they care more about having guard dogs than actually giving enough of a shit to treat them like companions.

Call animal control and report them. If it doesn't get resolved, don't be hesitant to grab the dog and get it warm - the dog's safety overrides any legal concerns there.

I don't know what breed the dog is. I've only heard them and seen the pitiful excuse for a doghouse.

Leaving your pets out in the cold is incredibly cruel depending on the breed. If they're Huskies or Samoyeds or some other double coated dog it could be an entirely different situation. Those kinds of breeds live for the cold

Damn I went through more effort by a cat shelter on my patio for rando strays by lining it with foam and layering the bottom with hay

Had the same issue at my parents place, nabour had a family of pitbulls in our backyard shivering and the owner would come by once or twice a day to feed them. We ended up taking care of them and sheltering them properly but couldn't keep them inside the house.

At first it was just the mom and 6 pups, one got killed from a pregnant bull dog, 1 went missing or stolen, a few weeks later 3 more went missing before the owner came and took the remaining pups. If I could I would of called animal control but my sister knew the owner it wasn't a good situation at all. Call animal if you can TC animals should be treated better.

Even for those breeds though young pups can't handle the cold though.

Their tiny bodies don't generate enough heat and their not fully developed coats just can't keep it in.

This reminds me of a friends neighbor that kept a small kennel in his yard with 4 dogs in it, and he never cleaned it out, until while standing in my friends yard, I loudly talked about calling the Humane Society on his negligent ass, and the next day the kennel was clean, and it stayed clean.

It's 40 degrees out today. I'll call tomorrow when it's colder. Or later tonight when I can state that the poor dog has been barking for the past 48 hours.

I got a look at them. They looked at me with pleading eyes. I think they're a mix. Their head looks like my late border collie mix's and they have spots on their chest like a dalmatian. They have brown patches though. The dog is a little taller than I thought they were - probably just under a year.

I'd be tempted to steal them away if I could get away with it. Lousy humans.

The border collie is chained up. It has a dog house, but I don't know if they can access it. I can't see the backside of the dog house to tell if it has a clear entrance which the dog is able to enter or if something is obstructing the the entryway. I can't get a clear view without trespassing.

The dog is sitting out in the falling snow, but I'm honestly not sure if I have enough of a case to report neglect. The owner isn't responsible if the dog opts not to go in the doghouse. It's not making any distress barks, but that could be because it's barking has fallen on deaf ears for the past three days.

Do you think I could report a noise disturbance if the dog isn't currently barking? The non-emergency police line isn't available at 5-6 AM when the dog is at their loudest.

It looks like a big empty dollhouse. There's no padding, no protection against the warmth. That was when I saw the house the other day. Now, it appears to be facing the opposite direction. I'm guessing the dog has inadvertently knocked over or turned the house around pulling their chain as they move.

It looks like the door may be blocked by a post, but I honestly can't see it well enough from my yard to know whether or not to report it.

At least now I know the dog can go into their doghouse. They grew scared of me staring at them and took shelter in their doghouse.

I can't call neglect on leaving the dog out in 35 degree weather with snow flurries if they have access to shelter. If that dog is left out again overnight and is barking up a storm at 5:00 AM yet again, I'm going to make a recording of it and present it as evidence of my complaint to the local police. If I can't get them for neglect, I can still get them for noise.
