I know I'm mixing up some details, but I THINK Haru caused them to change plans. That characters design was basically what Hifumi currently looks like. However, Atlus decided that both characters would be too similar and decided to scrap the strategist Phantom Thief and incorporate her traits into Makotos character. The strategists design would later be used to create Hifumi. She was never meant to be the scrapped Phantom Thief. Shes a completely new character created afterwards. Its her design that was supposed to be used for a Phantom Thief and thats where fans become confused. --- His foundation lie in the holy mountain.
