If two adults meet, hit it off and want to give it a shot, then whatever. It likely won't work out, but it's hardly preying on someone. It gets creepy when said 30-something is only dating 19-year-olds. Because then you have someone who's actively looking for the power and maturity gaps that come with that much of an age spread. It's very, very creepy if someone knew the 19-year-old since before they were 19 and then started dating them.
