If the drunk driver or stolen vehicle driver refuses to comply or is unresponsive in the vehicle. You let them leave if they drive off or just leave them where they are. So basically let a stolen car or drunk driver drive off, or leave an unresponsive driver in the vehicle

Did some digging on this, tracked the screengrab to this (self-identified) conservative talk radio site:

The article suggests that the policy is in response to a Washington state law, but notes that the law allows for the pursuit of DUI suspects:

The policy, as written, is sure to be controversial and comes as the SPD aims to mitigate the risks associated with vehicular pursuits. While state law prohibits pursuits, a policy that the SPD adopted before its passage, DUI suspects are treated differently. Under the law, police may pursue suspects in vehicles if theres reasonable suspicion of DUI because of the threat they pose on the roads.

FWIW, that law seems to be having the intended effect, though it may be too early to say:

It is a blatant attempt to sway public opinion on the matter despite there being only a single chase fatality since the law was introduced in June 2021. Eleven people died in Washington police chases between June 2020 and June 2021.

At any rate, if Seattle police are choosing not to pursue DUI suspects, that's their own decision, and not one foisted upon them by liberal lawmakers.

Its incredibly common actually. We probably get 2/3 calls like this every hour. Thats just my station alone out of the 10+. When did I say this is an attack??

The supposed justification here is that these sorts of stops are dangerous for cops because they've encountered drug users. Which is to say that they're too afraid to do the jobs they get paid to do.
