Every other year was a long time coming I feel. Vanguard just sealed the deal. The cracks in the franchise became too obvious at that point.

From a like making the game good on release, probably.

But ironically from a consumer standpoint it might be worse (which means more profit for the company.)

Why make 60 bucks evey year when you can make more on microtransations on a game with less development cost and a longer window?
