I'm sure part of it can be traced back to the culture that has them assign a calculated diversity score to each character

But another part is they wanted standardized, easily inteilligble and short voice lines to convey information in an e-sports context. Eg you need a quick quip that's always the same to know if Dva is using an ultimate and if it's a Dva on your team or the enemy.

But creating that order sacrifices the fun of chaos

I was getting at this from the start. Nothing characters spouting nothing lines. The designed-by-a-boardroom/ weird diversity calculator thing is pretty apt.
The game isn't marketed at people with personalities who might actually stop and think, they want mindless Twitch chat participants.
