Typical in TX, I deal with this scenario on the daily. Thinking about it, it's probably typical everywhere. In the words of Ricky Bobby "If you ain't first, you're last".

Oh hey, don't mind me person going 15MPH over, I'm just going to notice you coming and rush of the right lane real quick to spend the next 5 miles slowly passing the person in front of me at 0.1MPH faster than they're going.

Usually folks doing worse stuff than passing slowly (like not passing at all or going slower than the right lane).

Not gonna spend the whole drive being mad

I dunno if it's just me or the region I live in but this actually goes beyond not knowing when to pass someone up in the fast lane.

To me, society has just grown more of "I don't care about anyone around me, as long as I get mine". It's just common courtesy. For example, I was at the bank the other day and it was busier than a mother fucker and I can see a lot of people wanted to get in and get out. But then there's always this one person who gives no fucks about the rush, and when they get to the banker, they take their sweet ass time doing everything including trying to make small talk with the banker like they ain't a huge ass line behind the person.

yes, but within reason. i like to go 5 over. but if the left lane is going 15 over and i want to pass someone in front of me, i'll kick it up to 10 over and stay there until i pass, then get over.

We have billboards on our highways saying "Don't camp on the left lanes, camp at our state parks". People still don't get it.

You should pass them at whatever speed is correct. If it ends up taking a little too long because they're going 67 mph instead of a proper 70 that's on them. Gunning it past people just makes you look like a douche and is generally just not good driving.

I got the most BS speeding ticket ever last month, so now I don't blame anyone for driving slow as fuck anymore.
