Dragon Ball is mostly a comedy so I'm not sure the gang having a bunch of meetings about how to use the wishes to improve the economic and social conditions of the world would really fit the tone. If you want to watch a fantasy series where characters with lots of magic powers use them to create a batio band do a lot of world building and political meetings I recommend That Time I Reincarnation As A Slime.
