Think it depends on the franchise a lot of the time. 99% of Star Wars fan films are complete garbage lol but most fan films are self funded and they're hungry filmmakers so I would assume they do their absolute best. They're passion projects that you only ever hear about if they're really good. They're also typically very short which avoids a lot of the problems you'd have with adapting a video game into a movie. Portal, for instance, would be extremely difficult to adapt as its very short on characters.
