I don't think that's an entirely equivalent comparison. In those cases, voters did approve a change to their constitution, so I think the governor/legislature were thus granted some license to fuck with the specific language applied.

In this case, the voters are basically saying "hands off; don't change anything", so they can't do anything even if they wanted.

In Kansas? They can't. The reason this amendment existed was to allow Kansas republicans to ban abortion. And it failed.

Changes to the Kansas state constitution must necessarily pass voter referendum at some point in the process.

They can keep on calling for subsequent referendums until they're successful if they like, but in any case voters have the final say.

Voting yes would have given the legislature the power to change it. They deliberately made the language on the ballot confusing for voters.

The commercials for the "yes" vote (turning power to the legislature and removing it from our state constitution) were full of lies saying Kansas would allow 3rd trimester abortions and cost us tax dollars. We however have a ban passed 22 weeks and do not use tax money for "convenience abortions".

The thing is, Trump discovered a large number of racist / white supremacist blue collar voters in States like Pennsylvania and Wisconsin who traditionally voted Democrat for labor reasons. Conversely, States like Kansas and Iowa are untapped potential for Democrats because they contain a large number of traditional educated mitt Romney conservatives that are disillusioned with the party and are mostly just not voting.

Honestly, all it would take is a young, charming progressive to wreak havoc on the traditional Republican midwest.
